The Flowers are a garden-type bonus decoration and one of the earliest and cheapest ways to boost gold production from Houses. They give a +8% bonus to nearby houses.
Note that only 2 garden-type decoration will give their gold bonus to Houses, so these decorations can be combined with the Hedge and the Tall Hedge but with restrictions.
