The Oil Barrels are one of the few bonus decorations to only give a negative bonus to buildings. Other decorations to only give a negative bonus are the Toxic Waste and the Toxic Crate.
Since the 1.1 Patch, they give a -2% bonus to taxes collected from Houses within their range.
