The Reef Bandit Chief is an NPC that was introduced as part of the 4.5 Patch. He is the leader of one of the two factions of Reef Bandits and agreed in the mission "On Shaky Ground" that, as long as the 95th Rifle Company steered clear from them, his forces would not engage Imperials.
He speaks, like all Reef Bandits, in a foreign language.
